Dr. Frame is an Associate Professor of Psychology at The Middle Tennessee State University (MTSU). He was the 2004 recipient of the prestigious American Society of Training and Development Dissertation of the Year Award. He also serves on the executive committee of the Dallas Area Industrial and Organizational Psychologists and is a member of The Society for Industrial and Organizational Psychology (SIOP).

He graduated with a B.A. from The University of New Orleans and earned both his M.S. and Ph.D. at The Illinois Institute of Technology (IIT) Industrial and Organizational Psychology Program, where his mentors included the nationally recognized researchers Roya Ayman, Ph. D. and the late Nambury S. Raju, Ph. D. His background includes a variety of colorful jobs and trades in his youth as well as several retail related positions. While completing his education, he worked for Personnel Decisions International (PDI), Personnel Research Associates (PRA), and The New Orleans Civil Service Test and Validation Unit. As an independent consultant, he has worked with Microsoft People Research, Saville Holdsworth Limited (SHL), MICA Management Resources, PriceWaterhouseCoopers (PWC), Organizational Strategies Incorporated (OSI), Ameritech Human Resources Research and Process Development, IIT's Center for Research and Service, The Institute for Business and Technical Careers at The Richard J. Daley College, The Manufacturing and Productivity Center at IIT as well as PDI and PRA.

Upon completing his Ph.D. in 2003, he took the reins of the newly formed UT-Arlington I-O Psychology Graduate Program. He worked to solidify the I-O Psychology program at UT-Arlington and integrated the I-O Psychology Program with the existing Experimental Psychology Programs. Under his direction, the UT-Arlington I-O Psychology Program quickly received both regional and national recognition. While at UT-Arlington, he was awarded fixed-price contracts with International Human Performance Corporation, Leadership Worth Following, L.L.C., and the JCPenney Company, Inc. He also led a research lab which designed and conducted research in the field of I-O Psychology. He also served as a independent expert for The City of Dallas Attorney's Office in a matter relating to challenges made to City of Dallas Civil Service promotional process. Presently, he is conducting collaborative research with a variety of consulting organizations, practitioners, and researchers.

His program of research reflects both his experiences in consulting and teaching. Overall, he is interested in job performance: The measurement of job performance; How different people view job performance differently; How stereotypes and attitudes impact people's perception of performance; Assessment center performance; Leadership performance and effectiveness; And the psychometric issues involved with performance ratings. As such, his research represents an overlap of industrial psychology and organizational psychology.
