Office of Prevention Science and Recovery
The MTSU Office of Prevention Science and Recovery (OPSR) is a Rutherford County funded
organization that utilizes data driven, evidence-based research to address the opioid epidemic in Rutherford
County and serves as a resource to other Tennessee counties.
Funded through opioid settlement dollars, OPSR seeks to facilitate local stakeholder engagement to maximize settlement resources and serve as administrator of Rutherford County opioid settlement projects, programs,
and research. OPSR leverages the large-scale grant management expertise and experience of the MTSU Center for Health and Human Services (CHHS) and the solution focused data analytics experience of the MTSU Data Science Institute (DSI).
Our Mission
The MTSU Office of Prevention Science and Recovery facilitates data driven, evidence-based
projects in the areas of opioid and substance use disorder prevention, treatment,
and recovery that restore hope and build resilience throughout Tennessee.
Our Goals
Promote the Health of Rutherford County
Goal: To promote the health and well-being of Rutherford County by addressing the opioid
epidemic through dissemination of funding that supports data-driven and evidence-based
research, programs, and projects that address opioid and substance use prevention,
treatment, and recovery.

Serve as a Resource to Other Counties
Goal: To serve as a resource to other Tennessee counties through collaboration and sharing
of best practices with other researchers, clinicians, public health practitioners,
data scientists, and community stakeholders.

Collaborate on Grants with External Partners
Goal: To identify opportunities to collaborate with external community partners on grant
applications with MTSU OPSR as applicant for state and federal OUD/SUD funding.
Advance Scholarly Activity Regarding Opioid and Substance Use Disorder
Goal: To advance and support interdisciplinary scholarly and research activity specific
to opioid and substance use disorder.
Strengthen Partnerships Surrounding Opioid and Substance Use Disorder
Goal: To develop and strengthen partnerships within the university, the community, the state,
and the nation who have vested interest in healthy living, specific to opioid and
substance use disorder.
Serve as a Resource to the MTSU Community
Goal: To serve as a resource to the MTSU community on projects and initiatives related to
opioid and substance use disorder.
