Chapter 33 Veteran Transition Process


What do I need to start using my GI benefits?

A copy of your DD-214 (preferred Member 4) and your Certificate of Eligibility (COE). You can request your COE by going to www.va.gov/education/how-to-apply. You will need an ID.ME account to login.

Apply and be accepted to MTSU – you will receive an email with your student ID (M#) and an MTSU email address

You can then upload the 2 documents above by going to our website – www.mtsu.edu/military and clicking on the blue “secure drop” button on the right side of the page.

Once you have registered for classes at MTSU, reach out to the Daniels Center and request a Veterans Tab – this will be located in your pipeline on the left side of the page.

Transition Manager, Jeremy Winsett, supports the mission of the Daniels Center primarily by providing assistance with Enrollment and Encouragement. As you work your way through the admissions process, choosing the right GI Bill® and major, enrolling in classes, and getting involved on campus, he is here to serve you.

What are some ways that our Transition Manager can help you?

Prior Learning Assessment

Our Transition Manager is able to provide guidance regarding academic credit for military experience.  He is the official staff member who inputs your documents into MTSU’s system.  Please note, a DD214 is required of all veterans using benefits.  If you are an Air Force veteran, you must submit your CCAF transcript.  Also, it is highly recommended that all other branches submit their JST as well.

Residency/In-State Tuition based on Military-Connected Criteria

For all students within our community (active duty, veterans and dependents), the Transition Manager will also handle your residency requests. Below are a list of ways military-connected students may be eligible to pay the In-State Tuition Rate.

** Please note, the VA does not cover out-of-state tuition rates in most situations ** 

Student In-State Rate Eligibility (click on the + next to each topic for more information):

  1. Complete the In-State Classification Application
  2. Attach DD214 and LES

(Out-of-State veterans with a Tennessee address for Box 19A will be coded Permanent In-State if discharge date is within 3 years)

  1. Complete the In-State Classification Application
  2. Complete and attach all required documents for VA Education Certification (to include Statement of Understanding and Enrollment Certification on Veterans Tab)
  3. Attach a Copy of proof of living in the state of Tennessee. There are four general ways to prove this (Please submit only 1):
    1. Signed lease agreement within the state
    2. Mortgage of property within the state
    3. A letter from homeowner stating student is residing with them AND a mortgage/lease/property tax document proving ownership/residence of the address
    4. If in campus housing, please indicate that on the application

  1. Complete the In-State Classification Application
  2. Attach letter from Command stating student is an active member in the TN National Guard

A Military Service Member who has Active-Duty Military Orders out of Tennessee but Still Maintains a Tennessee Domicile

  1. Complete the In-State Classification Application
  2. Attach a copy of the following:
    • Current military orders
    • Most recent LES indicating TN as State Tax designation
    • Tennessee Driver’s License

A Dependent of an Active-Duty Military Member who has Military Orders out of Tennessee but Still Maintains a Tennessee Domicile

  1. Complete the In-State Classification Application
  2. Attach a copy of the following:
    • Current military orders
    • Most recent LES indicating TN as State Tax designation
    • Students and Active Duty service members’ TN Driver’s License
    • Most recent Tax information to indicate parents’ claims child, OR the marriage certificate for the spouse

Active-Duty Military Personnel and Dependents who are Working on a College Degree at MTSU while Stationed in Tennessee or Fort Campbell, Kentucky, then Transferring or Deploying Prior to Completing the Degree

  1. Complete the In-State Classification Application
  2. Attach a copy of the following:
    • Current military orders
    • Most recent LES indicating student is Active Duty Status

Discuss qualification requirements with Transition Manager  

A Military Service Member who is stationed in Tennessee or Fort Campbell, KY (for purposes other than primarily educational)

  1. Complete the In-State Classification Application
  2. Attach a copy of the following:
    • Current military orders to Tennessee or Fort Campbell, KY
    • Most recent LES indicating student is in Active Duty Status
    • Driver’s License

A Dependent of an Active-Duty Military Member who is Stationed in Tennessee or Fort Campbell, KY but not a Tennessee Resident

  1. Complete the In-state Classification Application
  2. Attach a copy of the following:
    • Current military orders to Tennessee or Fort Campbell, KY
    • Most recent LES indicating sponsor Active Duty Status
    • Student and Active Duty service members’ Driver’s License
    • Most recent Tax information to indicate the parents’ claims child, OR a marriage certificate for the spouse

  1. Complete the In-State Classification Application
  2. Attach a copy of your contract

If VA benefits run out/expire prior to graduation, a student can continue to qualify for in-state tuition and fees for the remainder of that degree, if he/she:

  1. Maintains continuous enrollment (fall and spring terms); and
  2. Demonstrates objective evidence of established residency in this state by presenting three of the following:
    1. A Tennessee driver’s license (issued for at least 1 year);
    2. Proof of a voter’s registration in the state;
    3. A Tennessee motor vehicle registration;
    4. Proof of established employment in the state;
    5. Lease or mortgage

Our Transition Manager, Jeremy Winsett, is here to serve you in your academic journey and to ensure that if there are any concerns, you have someone to call on for help.  They can aid in developing a unique plan that will encourage and guide you, no matter the obstacles.  He can draw on the resources of the University and the VA. Additionally, he and Mr. Chris Rochelle will be leading a group of your student peers to help you while attending MTSU.  Whether it be study habits, academic issues with faculty or staff, or assisting with off-campus issues with home or family, Jeremy and Chris are always glad to discuss options during your academic journey.
