Transition Manager, Jeremy Winsett, supports the mission of the Daniels Center primarily by providing assistance with Enrollment and Encouragement. As you work your way through the admissions process, choosing the right GI Bill® and major, enrolling in classes, and getting involved on campus, he is here to serve you.
What are some ways that our Transition Manager can help you?
Prior Learning Assessment
Our Transition Manager is able to provide guidance regarding academic credit for military experience. He is the official staff member who inputs your documents into MTSU’s system. Please note, a DD214 is required of all veterans using benefits. If you are an Air Force veteran, you must submit your CCAF transcript. Also, it is highly recommended that all other branches submit their JST as well.
Residency/In-State Tuition based on Military-Connected Criteria
For all students within our community (active duty, veterans and dependents), the Transition Manager will also handle your residency requests. Below are a list of ways military-connected students may be eligible to pay the In-State Tuition Rate.
** Please note, the VA does not cover out-of-state tuition rates in most situations **
Student In-State Rate Eligibility (click on the + next to each topic for more information):
Complete and attach all required documents for VA Education Certification (to include Statement of Understanding and Enrollment Certification on Veterans Tab)
Attach a Copy of proof of living in the state of Tennessee. There are four general ways to prove this (Please submit only 1):
Signed lease agreement within the state
Mortgage of property within the state
A letter from homeowner stating student is residing with them AND a mortgage/lease/property tax document proving ownership/residence of the address
If in campus housing, please indicate that on the application
Most recent LES indicating TN as State Tax designation
Student’s and Active Duty service member’s TN Driver’s License
Most recent Tax information to indicate parents claims child OR marriage certificate for spouse
Active-Duty Military Personnel and Dependents who are Working on a College Degree at MTSU while Stationed in Tennessee or Fort Campbell, Kentucky, then Transferring or Deploying Prior to Completing the Degree
If VA benefits run out/expire prior to graduation, a student can continue to qualify for in-state tuition and fees for the remainder of that degree, if he/she:
Maintains continuous enrollment (fall and spring terms); and
Demonstrates objective evidence of established residency in this state by presenting three of the following:
A Tennessee driver license (issued for at least 1 year);
Proof of a voters registration in the state;
A Tennessee motor vehicle registration;
Proof of established employment in the state;
Lease or mortgage

Our Transition Manager, Jeremy Winsett, is here to serve you in your academic journey and to ensure that if there are any concerns, you have someone to call on for help. They can aid in developing a unique plan that will encourage and guide you, no matter the obstacles. He can draw on the resources of the University and the VA. Additionally, he and Mr. Chris Rochelle will be leading a group of your student peers to help you while attending MTSU. Whether it be study habits, academic issues with faculty or staff, or assisting with off-campus issues with home or family, Jeremy and Chris are always glad to discuss options during your academic journey.
From advice, networking, and connections with fellow student veterans, housing, child care, or discussing potential changes in programming/policies, he strives to improve the quality of service we provide you and every member of our military community.
